A menos que tenha havido um erro de digitaçpão de sua parte, mas o arquivo que o Apache lê e interpreta as configurações é .htaccess e não .httpaccess

 

Veja esse quesito e, se estiver certo e tiver sido apenas digitado errado aqui no fórum, tente descomentar, retirando o # do início da linha # Allow from all do bloco <Directory "${path}/www">
