Faça a página menu.htm normalmente, com todos os links. Após conclui-la, de um nome ao iframe de site.htm para possivelmente como neste caso abaixo, de site.htm:

 

<iframe name= "site.htm" src="index_arquivos/site.htm" style="site" frameborder="0" height="360" width="375"></iframe>

Feito isso, coloque em todos os links de menu.htm, a target de nome do iframe. Por exemplo, qualquer link que seja, tera após o a href, a target="site.htm".

Ficaria mais ou menos assim, em um exemplo de algum link:

 

<a href="endereço do link" target="site.htm">

Veja se voce conseguiu o que queria, e depois poste novamente aqui.
